Time of Sale Sanitary Sewer Inspections

Effective June 1, 2022, the Town of Grand Island requires all residential properties with primary structures connected to the public sanitary sewer system to have a sanitary sewer inspection before title is transferred, normally considered to be the time of closing. If repairs are needed, they should be completed before a Certificate of Compliance can be issued for the real estate closing. If repairs cannot be made before a title transfer, then a waiver of Certificate of Compliance is required. The Certificate of Compliance stays with the property after the sale.

The Time of Sale Inspection is required by the New York State Department of Environmental Conservation and is intended to help reduce peak sanitary flows caused by inflow & infiltration of the flow of runoff and groundwater into the sanitary sewer system. The time of Sale inspections allow the Town to ensure that private properties have no illegal connections to the sanitary sewer systems or pipe defects that contribute to excess peak flow discharges.

A Time of Sale Inspection Application can be found online at:

Please email the completed form to the Building Department at to request an appointment with a Code Enforcement Officer for your time of sale inspection.

Call the Town of Grand Island Building Department at (716) 773-9600 ext. 646 between 8:30 am and 4:30 pm Monday – Friday to schedule an inspection. At least 48 hours advance notice is requested. The property owner or agent must be present at the time of inspection.
